Entries were closed on 2015-09-01. After Report #11 small corrections have been made or late entries to fill vacancies have been accepted. The final list of participants is presented in “Report #12”.
New Rating List 2015/4 valid from 2015-10-01 has been published on 2015-09-07 and ratings in Report #12 are coming from it. Assumed rating for a player without a published rating for World Cup 21 preliminary round is 1800 (TR 2015, Appx.I, section 11.). FIDE ratings may be used if available (TR 2015, section 9.4.).

There will be 72 sections - 65 sections consisting of 13 players and 7 sections consisting of 12 players. Final pairings will be completed soon. Allocation of players to the preliminary sections will be made as random as possible; however, geographical distribution as well as an achievement of reasonable equality of the average rating, will be taken into account. The first two players of each preliminary section will be qualified for the World Cup 21 semi-final (tie-break applies).
Pairings will be performed as soon as new Rating List 2015/4 is published. Assumed rating for a player without a published rating for World Cup 21 preliminary round is 1800 (TR 2015, Appx.I, section 11.). FIDE ratings may be used if available (TR 2015, section 9.4.). Sections will consist of 13 players (few of 12 players) because of high number of entries in the preliminary round and wish to keep the first two players of each preliminary section to be qualified for the World Cup 21 semi-final.
